Oh dear – I don’t remember seeing this ‘feature’ in the Beta.
It seems Microsoft End User License Agreement (EULA) watching is becoming something of a hobby on the blogosphere, and I for one am pleased that it is. If you opt to buy an upgrade license for Vista, to upgrade your existing XP install to the new, shiny, hideously power hungry operating system, then you will invalidate your XP license key. Let me put that another way. If you install Vista upgrade on your machine and find that you don’t like it, you can’t go back to your old OS, because it’s key will no longer be legal.
So, you are in effect paying a premium price to restrict usage of other licenses you paid a premium price for in the past.

Wrong… check the comments on the link provided. He’s backed down from his own claim. Would be nice if he did it on the main page, but being wrong is embarassing I suppose.
